The government has adopted a series of specific plans to make the country’s stock market dynamic and vibrant, Finance Minister Amir Khosru Mahmud Chowdhury told parliament on Monday.
Work is underway to formulate three new laws and regulations between 2025 and 2026 as part of legal reforms, product diversification, and transparency efforts to establish the capital market as a primary source of long-term financing, the minister said.
Responding to a written question from Noakhali-5 MP Mohammad Fakhrul Islam during a parliamentary session presided over by Deputy Speaker Kayser Kamal, the finance minister disclosed that the government’s plan places special emphasis on increasing market depth, ensuring good governance, and expanding investment education.
Initiatives have been taken to list state-owned companies alongside fundamentally sound private companies to increase capital market depth, he said. Plans are also in place to introduce new products to attract investors, including a strong bond market, Exchange Traded Funds (ETFs), Sukuk, Green Bonds, commodity derivatives, and financial derivatives.
Three new laws
The government has embarked on major legal reforms to protect investors and bring dynamism to the regulator’s activities, the minister said. Work is underway on: the BSEC Act 2025, an entirely new law combining the 1969 Ordinance and the 1993 Act; the Capital Market Stabilization Fund Act 2026, for proper management of unclaimed dividends and shares; and the Whistleblower Protection Rules 2026, to protect those who expose irregularities in the capital market.
Work on amending the Corporate Governance Code and formulating “Corporate Governance Rules 2026” is in its final stages, he added.
The finance minister said the government plans to conduct activities at the grassroots level to educate investors. Work is ongoing to include investment education in school, college, and university textbooks.
Training will be provided to young entrepreneurs nationwide by involving district and upazila administrations. A bi-weekly programme titled “Pujibazarer Jana-Ajana” is being broadcast on BTV, and regular awareness content is being promoted on social media.
Once these steps are implemented, investor confidence in the capital market will return, and it will stand as a sustainable pillar of the country’s economy, Amir Khosru added.
