A white paper detailing irregularities within the Information and Communication Technology (ICT) Division has been officially released. The document was published on Thursday on its official website, ictd.gov.bd.

The report was compiled by a specialised taskforce, created to investigate allegations of corruption and administrative lapses in various ICT initiatives undertaken by the previous administration.

After an extensive period of review, the taskforce has finalised and submitted its findings.

The white paper provides a comprehensive account of the malpractices, weaknesses in governance, and systemic issues that plagued the division’s operations over the past 15 years.

It includes a series of actionable recommendations aimed at fostering accountability, transparency, and effective governance in the future.

This investigative body was established by the ICT Division following approval from the Chief Adviser, with an official notification issued on 3 April, 2025.

Its primary mandate was to scrutinise all contracts, project DPPs, audit reports, and prior investigation findings from the previous government’s tenure to identify instances of mismanagement and prepare the definitive “ICT white paper.”

A press release from the Ministry of Posts, Telecommunications and Information Technology expressed the government’s expectation that this white paper will act as a crucial blueprint for reforming the ICT Division, curbing corruption, and ensuring the delivery of services that truly benefit the public.
