A legal notice has been served to the Secretary of Ministry of Local Government, Rural Development and Co-operatives (LGRD) and Chief Executive Officer (CEO) of Dhaka North City Corporation (DNCC), demanding necessary measures to curb the mosquito menace in the area.
The notice, sent via post on Sunday, warns that if effective action is not taken within seven days of receipt, a writ petition will be filed in the High Court alongside other necessary legal proceedings.
The notice was issued by Advocate HM Rashidul Islam Rashed, who highlighted a prolonged, unusual, and dangerous spread of mosquitoes across North Dhaka.
In the notice, Rashed noted that he himself contracted dengue on 4 September 2025, while residing in ‘D’ Block of Mirpur-1, and recovered only after extensive medical treatment.
It further mentioned the tragic death of Advocate Jannati Rehana (Joya), who passed away in hospital on 31 October of the same year while undergoing treatment for dengue.
According to the legal notice, the abundance of Aedes and Culex mosquitoes has led to widespread outbreaks of diseases such as dengue and chikungunya, posing a direct threat to the lives and security of citizens.
The notice characterises the authorities’ continued inaction not merely as an administrative failure, but as extreme negligence of statutory duties.
