Government employees will initially receive basic pay increases of 40 to 50 per cent, depending on grade, under the newly gazetted pay structure.
The Finance Ministry issued the gazette notification on Government Service (Pay and Allowances) Order, 2026 on Thursday, setting the minimum basic salary at Tk20,000 and the maximum at Tk1,72,000 for the Cabinet Secretary and the Principal Secretary to the Prime Minister.
The government had earlier approved pay increases of 142 per cent at the lower end of the scale and 100 per cent at the upper end, while announcing that the revised salaries would be implemented in four phases.
Under the gazette, officers in Grade 9 and above will initially receive a 40 per cent increase in basic pay, effective retrospectively from 1 July.
They will continue to receive salaries at this rate until 31 December.
Employees in Grades 10 to 20 will receive a 50 per cent increase in basic pay during the same period.
Government employees will also receive arrears for the increased salaries for July, August and September.
From 1 January to 30 June 2027, officers in Grade 9 and above will receive a further increase, taking their basic pay to 70 per cent above their June 2026 level.
Employees in Grades 10 to 20 will receive 75 per cent more than their June basic salary during the same six-month period.
The revised basic pay structure will take full effect from 1 July 2027.
Increased allowances under the new structure will take effect from 1 January 2028.
The gazette said pensioners would also receive the benefits of the new pay structure.
Pension rises in five bands
Pension increases will be implemented across five bands.
Those currently receiving a net monthly pension of Tk9,000 or less will get a 100 per cent increase. This means a pensioner now receiving Tk9,000 will get Tk18,000.
Those receiving between Tk9,001 and Tk20,000 a month will get a 75 per cent increase.
Pensioners receiving between Tk20,001 and Tk30,000 will get a 65 per cent increase, while those receiving between Tk30,001 and Tk40,000 will get 60 per cent more.
Those receiving a net monthly pension of Tk40,001 or above will receive a 55 per cent increase.
Implementing the new pay structure for around 24 lakh government officers and employees is expected to cost the government an additional Tk1,05,580 crore a year.
Around 9.15 lakh pensioners will also benefit from the revised structure.
Allowance for children with disabilities
Under the new pay structure, a government employee will receive a monthly allowance of Tk3,000 for a child with disabilities.
The allowance will be available for a maximum of two children with disabilities.
Mobile allowance for all employees
Previously, officers received mobile allowances while employees in lower grades did not.
The new structure introduces mobile allowances for all government employees.
Officials in Grade 5 and above will receive Tk500 a month as mobile allowance, while employees in Grades 6 to 20 will receive Tk150 a month.
Alongside the main gazette, separate statutory regulatory orders will be issued for civilian officers and employees, police, Border Guard Bangladesh, the armed forces, autonomous and state-owned organisations and members of the judicial service.
The interim government led by Muhammad Yunus formed the 23-member Ninth National Pay Commission on 27 July last year, headed by retired Finance Secretary Zakir Hossain, to recommend revised salaries for government employees.
On 21 January this year, the commission submitted its report to then chief adviser Muhammad Yunus, recommending increases of between 100 and 140 per cent in salaries and allowances.
After the BNP government took office, it formed a 10-member committee headed by Cabinet Secretary Nasimul Gani on 21 April to review the Zakir Hossain commission report.
Following the review, the cabinet chaired by Prime Minister Tarique Rahman approved the new pay structure on 31 August.
