Security and law enforcement agencies were responsible for 163 out of 268 incidents of human rights violations recorded in 2025. However, 224 Jummo people became victims of these incidents, according to the report of the Parbatya Chattogram Jana Samhati Samiti (PCJSS).
Extrajudicial killings in the Chittagong Hill Tracts have continued under the interim government, just as they did under previous governments, PCJSS said in its annual report.
Eight Jummo people were killed in 2025, of whom three were shot dead by army personnel while protesting the rape of a Marma student on 28 September.
The most concerning issue is that those involved in these killings have not been brought to justice. No cases have been filed either, the report said.
Additionally, on 11 August, in the Kajirchari BGB camp checkpoint area under Baghaichari upazila in Rangamati, 19-year-old Jumma youth Subho Chakma died after being beaten by members of the BGB.
Members of the Kajirchari BGB camp dismissed the incident as a mere accident and have enjoyed impunity.
On 15 August 2025, in the Shantinagar area of Khagrachhari, a man named Kongchai Mro, 31, was killed by army gunfire. Furthermore, three Bom individuals — Lal Teng Kim Bom, 29, Lal Sang Moy Bom, 55, and Van Lal Rual Bom, 35 — were killed after being denied medical treatment while in custody.
Regarding the killings of four persons in September 2024, no arrests or cases were made in the past year, and the investigation report remains unpublished. Separately, for a killing and an arson attack in the same month, cases were filed, but the main perpetrators remain at large, with four of five arrested suspects released on bail.
