The Bangladesh Supreme Court Administration has stated that the highest court follows a zero-tolerance policy against corruption. Financial transactions with service recipients or accepting unethical benefits are completely prohibited.

If proof of corruption is found against any officer or employee, they said, immediate action will be taken according to the relevant regulations. Regarding this matter, an office order signed by the Registrar General of the Supreme Court, Muhammad Habibur Rahman Siddiqui, on the instructions of the chief justice, was issued on Wednesday.

Six-point directives have been provided in the notification to ensure the security, discipline, professionalism, and integrity of the officers and employees of the Bangladesh Supreme Court. This order will take effect immediately.

Regarding office attendance, it is stated that all officers and employees must be present at the workplace according to the designated office schedule.

Regarding leaving the office, the workplace cannot be left before the designated time without the permission of the appropriate authority.

Delayed attendance and leaving the workplace without permission will be considered “misconduct” and departmental action will be taken against those concerned.

Regarding desk presence and cleanliness, it is stated that all officers and employees must be present at their desks at all times; no work should be left pending. Cleanliness must be maintained. Dirt, waste, and food leftovers must be disposed of in designated dustbins.

Regarding ensuring the security of the Supreme Court, it is stated that according to clause 4 of Rule 3 of Chapter-XVIA of the Supreme Court of Bangladesh (High Court Division) Rules, 1973 (Amended up to date on 12 November, 2012), “no person, whether a member of the bar, a lawyer’s assistant, a court employee, or any other person, shall participate in any procession, slogan, publicity, meeting, or demonstration within the court premises or any part of the court building.”

Carrying any type of legal or illegal weapons, lethal weapons, explosives, and narcotics within the Supreme Court premises is completely prohibited. For the sake of security and traffic management, parking vehicles and rickshaws on the road or in front of the building’s gate, except in designated parking areas, is completely prohibited.

Regarding the dress code, the notification states that during office hours, all officers and employees must wear the designated formal attire.

All officers and employees must carry their office ID cards with them and keep them visible.

Furthermore, regarding supervision, the notification states that the concerned branch heads and assistant registrars in charge of branches will regularly monitor the attendance register and dress code. The implementation of this directive must be ensured through sudden inspections by the concerned deputy registrars.
