Mugdha killings case: Charge framing order deferred to 23 Sept

The International Crimes Tribunal-2 on Wednesday deferred its order on framing charges against 26 accused, including former Dhaka-18 lawmaker Habib Hasan, in a crimes against humanity case over the killings of Mir Mahfuzur Rahman Mugdha and 10 others in Uttara during the July uprising.

The tribunal, which was scheduled to pass the order on Wednesday, set 23 September for the order instead.

The prosecution was represented by Prosecutor Gazi MH Tamim, while lawyer M Liton Ahmed appeared for the accused. State-appointed lawyers Md Amir Hossain and M Hasan Imam represented the absconding accused.

The case involves allegations of crimes against humanity over the deaths of 11 people in Uttara on 18 and 19 July 2024.

Eight of the accused are currently in custody. They are former DMP Uttara Division additional deputy commissioner Mirza Salahuddin, former Uttara East Police Station OC Md Mujibur Rahman, former Azampur Police Outpost constable Md Hossain Ali, Uttara West thana Awami League President Monowar Islam Chowdhury Robin, Jubo League President Md Delwar Hossain Rubel, Awami League leader Md Sohel Rana, ward Swechchhasebak League vice-president Md Shah Alam and Turag thana Awami League activist Md Irfanul Haque Gazi.

The other 18 accused are absconding, including former Dhaka-18 lawmaker Mohammad Habib Hasan, former DMP commissioner Habibur Rahman, former DMP Uttara Division DC Kazi Ashraful Azim, former additional DC Md Tohidul Islam, former assistant commissioner Sumon Kar and former Uttara West Police Station OC BM Farman Ali.

The list also includes former Uttara East Police Station inspector (operations) Mahmudul Hasan, former constable Md Abu Chhayem, former SI Khaled Anwar, former ASI Md Rokonuzzaman, former Dhaka North City Corporation councillors Jahangir Hossain alias Yubraj, Md Farid Ahmed, DM Shamim, Md Anisur Rahman Naim and Md Afsar Uddin Khan.

The remaining absconding accused are Awami League leader Md Alauddin Al Sohel, former Uttara West thana Chhatra League vice-president Murtafa Bin Omar alias Sathi and Turag thana Jubo League leader Zakir Hossain alias Mithu.

According to the prosecution, BUP student Mir Mahfuzur Rahman Mugdha was helping injured people reach hospitals and distributing water and biscuits among protesters in Sector 3 of Uttara on 18 July 2024, when he was shot.

Fellow protesters took him to Uttara Crescent Hospital, where doctors declared him dead, the prosecution said.

The prosecution also alleged that Jahiduzzaman Tanvin, Sheikh Fahmin Zafar, Md Shakil Hossain, Md Sabbir Hossain and Sajib Sarker were shot dead in Uttara on 18 July.

Uber driver Mokhlesur Rahman Durjoy was allegedly killed the same day after being crushed under the rear wheel of an armoured personnel carrier.

The second charge concerns the alleged shooting deaths of Ridwan Sharif, Md Chabbir Islam, Md Asadullah and Naima Sultana in Uttara on 19 July.

Prosecutor Tamim said the case covers the alleged killings in and around the Dhaka-Mymensingh Highway in Uttara on 18 and 19 July 2024, under two separate charges.
