The Bangladesh Telecommunication Regulatory Commission (BTRC) has ranked second among 30 state-owned and autonomous bodies in an independent performance evaluation by the Ministry of Finance.
The telecom watchdog scored 3.17 for governance, institutional efficiency and public-service delivery.
The assessment was conducted for fiscal 2023-24 under the Finance Division’s Strengthening of State-owned Enterprises Governance scheme, BTRC said in a statement.
The evaluation covered financial management, corporate governance, transparency and accountability, operational efficiency and implementation of policies serving the public interest.
Finance Ministry Monitoring Cell Director General Rahima Begum formally presented the recognition and a crest to BTRC Director General Md Mehedi-Ul-Shahid on Sunday.
BTRC said its revenue collection performance was among the factors considered.
The commission had a revenue target of Tk3,555 crore for 2023-24 and collected Tk4,434 crore during the year.
From its establishment through June 2025, BTRC’s cumulative revenue target stood at Tk75,882 crore, while actual collection reached Tk81,891 crore.
The regulator also cited its work on spectrum management, digital infrastructure guidelines, voice and internet tariffs, the “One Country, One Rate” broadband initiative, public hearings and quality-of-service monitoring.
Its activities also include mobile-tower radiation measurements, one-stop services, drives against illegal telecommunications equipment and handling customer complaints.
BTRC said transparent licensing and regulatory frameworks, consumer-interest monitoring, complaint management, affordable pricing, network efficiency and digital-safety initiatives also contributed to the evaluation.
The commission also cited expansion of telecom services and infrastructure in remote areas through the Social Obligation Fund, along with institutional cooperation with the International Telecommunication Union and the Asia-Pacific Telecommunity.
The evaluation was overseen by an Independent Performance Evaluation Committee comprising Finance Ministry Monitoring Cell officials and relevant experts.
