BIDA reforms structure to align with investor lifecycle

The Bangladesh Investment Development Authority (BIDA) has initiated a major internal reform to realign its organisational structure with the investor lifecycle, as part of its 32-point investment climate reform agenda to boost Bangladesh’s competitiveness for both foreign and domestic investment.

The restructuring aims to deliver proactive investor services, define clearer roles and responsibilities, establish measurable key performance indicators, and streamline service delivery, the investment promotion agency said in a press release.

Under the new structure, BIDA has introduced wings that directly correspond to the stages of the investor lifecycle — Investment Promotion for attraction and entry, Research and Policy for advocacy and support, Operations for onboarding, expansion, and retention, and Digital Development for modernising the investment service ecosystem. The Administration Wing will continue to manage institutional operations and cross-cutting functions.

BIDA Executive Chairman Ashik Chowdhury said BIDA is evolving to meet the demands of a dynamic investment landscape. “As a specialised agency, it must go beyond traditional administrative models and reflect the responsiveness required to serve today’s investors,” he said. “This has been a long-standing recommendation from both local and foreign stakeholders, and we are finally responding.”

The reform introduces several notable changes, including allowing private sector professionals and BIDA officials to serve as BIDA Executive Members — a role previously limited to the administrative cadre. It also establishes dedicated branches for Research and Policy and Investment Promotion, a specialised desk for diaspora investors, and positions for sector specialists and relationship managers to help investors navigate regulatory procedures.

Meanwhile, a high-powered national committee formed by the government is finalising a roadmap to integrate all Investment Promotion Agencies under a unified framework to eliminate resource fragmentation and improve investor services through a single institutional window.

BIDA has already begun rolling out the new structure and plans to publish full details on its website within the next month.
