A court in Dhaka has set May 20 for the submission of the investigation report in the case filed against former Vice-Chancellor Nazmul Ahsan Kalimullah and four others over alleged embezzlement of development project funds at Begum Rokeya University, Rangpur (BRUR).
The Dhaka Metropolitan Sessions Judge and Senior Special Judge Sabbir Faiz fixed the date on Tuesday as the investigation agency, the Anti-Corruption Commission (ACC) failed to submit the report.
Other accused in the case are former VC and project director of the university Prof AKM Nurunnabi, former executive engineer and tender evaluation committee secretary Md Jahangir Alam, two contractors Md A Salam Bacchu, and MM Habibur Rahman.
According to the charges, the accused allegedly conspired to bypass the approved development project plan (DPP), altering designs and completing contracts exceeding Tk30 crore without ministry or departmental approval.
They are also accused of misappropriating Tk4 crore by approving “no objection certificates” and acting as guarantors for loans to the contractor using security deposits deducted from the contractor’s running bills.
Additional allegations include making advance payments without legal provision, releasing bank guarantees before reconciliation, hiring a second consultancy firm outside government procurement rules, and failing to properly evaluate tenders under PPR 2008, despite abnormal pricing and front-loading.
ACC Assistant Director Minhaz Bin-Islam filed the case alleging embezzlement of funds from the BRUR development project on 18 July, 2025.
