International Crimes Tribunal-2 (ICT-2) will deliver its order on 11 October on framing charges against 26 accused, including former local lawmaker Mohammad Habib Hasan, in a crimes against humanity case over the murder of Mir Mahfuzur Rahman Mugdho and 10 others in Uttara during July mass uprising.
The tribunal fixed the new date on Wednesday after deferring the order.
Earlier, on 9 September, the tribunal had fixed 16 September for issuing the charge framing order. On 16 September, ICT-2 deferred the order to 23 September, before rescheduling it once again to 11 October.
Prosecutor Gazi MH Tamim appeared for the prosecution, while advocate M Liton Ahmed represented the defence. State-appointed defence counsel Advocate Md Amir Hossain and M Hasan Imam represented the absconding accused.
The crimes against humanity charges were brought over the killing of 11 individuals, including Mir Mahfuzur Rahman Mugdho, in the capital’s Uttara area during the July mass uprising.
Eight of the accused are currently arrested and in prison. They are:

- Former Officer-in-Charge (OC) of Uttara East Police Station Md Mojibur Rahman
- Former constable of Azampur Police Outpost Md Hossain Ali
- President of Uttara West Thana Awami League Monowar Islam Chowdhury Robin
- Jubo League president Md Delowar Hossain Rubel
- Awami League leader Md Sohel Rana
- Vice-president of Ward Volunteer League Md Shah Alam
- Turag Thana area Awami League activist Md Irfanul Haq Gazi
The remaining 18 accused in the case are absconding. They are:
- Former MP for Dhaka-18 Mohammad Habib Hasan
- Former DMP Commissioner Habibur Rahman
- Former Deputy Commissioner (DC) of DMP Uttara Division Kazi Ashraful Azim
- Former Additional Deputy Commissioner (ADC) Md Tohidul Islam

- Former Dhaka North City Corporation (DNCC) councillors Jahangir Hossain alias Yuvraj, Md Farid Ahmed, DM Shamim, Md Anisur Rahman Nayeem, and Md Afsar Uddin Khan

- Former vice-president of Uttara West Thana Chhatra League Murtafa Bin Omar alias Sathil

According to the case allegations, on 18 July 2024, Mir Mahfuzur Rahman Mugdho, a student of Bangladesh University of Professionals (BUP), was assisting in transporting injured individuals to hospital as well as distributing water and food to demonstrators at Sector 3 in Uttara during the July movement.
The prosecution stated in the charge-sheet that 11 people, including Mugdho, were shot dead in Uttara on 18 and 19 July.
Prosecutor Tamim stated that details regarding the killings along the Dhaka-Mymensingh highway and adjacent areas in Uttara on 18 and 19 July 2024 have been presented, with two separate charges brought in the case.
Under the first charge, Mugdho was shot while distributing water and biscuits to demonstrators and helping transport injured people to hospital at Sector 3 in Uttara on 18 July 2024.
Several demonstrators rushed him to Uttara Crescent Hospital, where attending doctors declared him dead. On the same day, Jahiduzzaman Tanvin, Sheikh Fahmin Zafar, Md Shakil Hossain, Md Sabbir Hossain, and Sojib Sarkar were shot dead in the Uttara area.
Additionally, Uber driver Mokhlesur Rahman Durjoy was killed after being crushed under the rear wheel of an Armoured Personnel Carrier (APC) in Uttara that day.
Under the second charge, four more people – Ridowan Sharif, Md Sabbir Islam, Md Asadullah, and Naima Sultana – were shot dead in the Uttara area on 19 July 2024.
