The government has officially reconstituted the Executive Committee of the National Economic Council (ECNEC), the Cabinet Committee on Government Purchase (CCGP), and the Cabinet Committee on Economic Affairs (CCEA), according to gazette notifications issued on 24 February.
Prime Minister Tarique Rahman will serve as the chairperson of the ECNEC. Finance Minister Amir Khosru Mahmud Chowdhury has been designated as the alternate chairperson.
The committee includes several key cabinet members, namely the ministers from different key ministries.
Additionally, a minister or state minister of concerned ministry relevant to a specific agenda will also serve as a member.
The ECNEC is tasked with evaluating and approving development project proposals, monitoring the implementation of these projects, and reviewing the overall economic situation of the country.
It also considers proposals regarding private investment and provides necessary directions for economic development. The Cabinet Division is responsible for providing secretarial support to the committee.
Cabinet Committee on Government Purchase
The Cabinet Committee on Government Purchase (CCGP) has been formed, with Finance Minister Amir Khosru Mahmud Chowdhury serving as the chairperson.
Its members include ministers from different key ministries.
Senior officials, including the cabinet secretary, the principal secretary to the prime minister, and secretary of concerned ministry, will assist the committee.
The primary function of the CCGP is to review and approve high-value government procurement proposals. This includes purchase proposals exceeding Tk100 crore for certain ministries and those above Tk50 crore for others, as specified in the government’s financial guidelines.
The committee also oversees the procurement of goods and services for various national projects to ensure transparency and fiscal discipline.
Cabinet Committee on Economic Affairs
The Cabinet Committee on Economic Affairs (CCEA) is also headed by the Finance Minister Amir Khosru Mahmud Chowdhury as Chairperson.
The committee comprises the ministers from different key ministries.
As with the other committees, the minister or state minister of the relevant ministry for a specific proposal will participate as a member.
The CCEA is responsible for reviewing and making decisions on strategic economic policies and financial matters.
Its responsibilities include the evaluation of proposals related to international trade, domestic economic regulations, and large-scale financial commitments that impact the national economy.
The committee also provides guidance on economic reforms and coordinates between different ministries to ensure cohesive economic management. Secretarial support for the CCEA is likewise provided by the Cabinet Division.
