The Bangladesh Public Procurement Authority (BPPA) will prohibit all manual tendering from 1 July 2026 to ensure full implementation of electronic Government Procurement (e-GP), said Chief Executive Officer (Secretary) S M Moin Uddin Ahmed during a national workshop on procurement post review at the BPPA conference room on 19 May 2026. Any tender initiated manually before 1 July will continue offline, but no new offline tenders will be allowed after that date, he added.
The move follows the Public Procurement (Amendment) Ordinance 2025, which came into effect on 28 September 2025 and made e-GP mandatory for all public procurement activities. The ordinance was ratified into law with the Public Procurement (Amendment) Act 2026, published in the official gazette on 10 April 2026. Until now, BPPA has allowed manual tenders when organisations applied for waivers due to limitations faced by Procuring Entities. Ahmed said in a press statement that no further applications for exemptions will be approved after 30 June 2026.
