Iranian negotiators are also present, but no direct talks are planned, reports Al Jazeera.

US Vice President Vance has stepped up media appearances to promote the Iran memorandum of understanding, telling Fox News the Trump administration is in a “great position” regardless of the outcome of talks.
He said Washington “obviously” wants negotiations to succeed but stressed America remains “in a much stronger position” than Tehran even if they collapse.
Vance claimed Iran’s nuclear programme and military had been “destroyed” and warned that any attacks on shipping in the Strait of Hormuz would trigger a US military response. He added that Iran would be “permanently transformed” if a lasting settlement is reached.
Earlier, Vance noted oil traffic through the Strait has returned to pre‑war levels and said technical discussions with Iran continue, though Tehran denies holding peace talks with the US.
Israel meanwhile reported killing another Hezbollah fighter in southern Lebanon, with media noting troop withdrawals from Zawthar and Froun “pilot zones” have been delayed.
