Prime Minister Tarique Rahman on Saturday said the government is committed to building a merit-based, confident, creative and accountable human resource base in the country’s public administration.

He made the remarks at a programme in the capital’s New Eskaton area after laying the foundation stone of the third building of the BIAM Foundation.

The Prime Minister said there is no alternative to establishing a merit-based, efficient and citizen-friendly public administration across all state institutions in order to achieve the government’s development goals.

Praising the BIAM Foundation, he said its progress since inception reflects the commitment to developing a skilled and trained civil service in the national interest. “The government will continue this approach in the future,” he added.

He said that after a long gap of one and a half decades, the people have elected the current government through a democratic mandate, reflecting a demand for accountable, fair and people-oriented governance.

Referring to the July 2024 mass uprising, he said the movement reaffirmed that the people are the true owners of the state, stressing that public officials must prioritise citizens’ welfare as their core responsibility.

He said the government’s commitments to the people are not merely political promises but a binding contract with citizens. The prime minister noted that the people have given their mandate in favour of the government’s election manifesto, reflecting a clear endorsement of its pledges.

He further reiterated that the current democratic government is determined to implement “word for word” every provision outlined in the election manifesto as well as the July Charter signed before the public.

Addressing civil servants, he said bureaucracy must become more people-centric to build a modern and prosperous state, underscoring the importance of training in developing public servants as effective service providers.

The prime minister said the government is working to modernise the training system by expanding opportunities for advanced courses, research and policy-focused education alongside basic training.

Highlighting the role of technology, he said public administration must adapt to the era of artificial intelligence and digital transformation. The use of AI, automation and digital systems, he said, would make governance more efficient, transparent and accountable.

He added that the government’s goal is to ensure all public services are delivered digitally to citizens’ doorsteps, pledging support to further strengthen BIAM’s capacity.

Emphasising ease of doing business, he said systems such as single-window clearance, one-stop services and fully digital workflows are essential for competitiveness in the global economy.

He further said development must be inclusive, sustainable and humane, calling for women and youth to be made central to the development process and for environmental and climate resilience to be integrated into policymaking.

After the foundation stone ceremony, the Prime Minister visited BIAM Foundation activities and exchanged views with officials.
