The newly enacted Public Procurement Rules 2025 (PPR 2025) have been framed to strengthen transparency, accountability and competition in public procurement, Bangladesh Public Procurement Authority (BPPA) Chief Executive Officer and Secretary S M Moin Uddin Ahmed said.

Addressing a workshop on PPR 2025 and electronic Government Procurement (e-GP) as the chief guest in Faridpur on Thursday, he said the new rules are designed to make the procurement process more open and competitive, the BPPA said in a press release.

Calling on stakeholders to engage with the new framework, he urged tenderers and procuring entity (PE) representatives to review PPR 2025 and provide feedback to support effective implementation.

More than 60 representatives from PEs and tenderers in Faridpur attended the session.

Presiding over the workshop, Faridpur Deputy Commissioner and District Magistrate Mohammad Kamrul Hasan Mollah highlighted the importance of awareness and compliance in public procurement.

Training programmes on PPR 2025 are being provided to PEs and tenderers through district- and upazila-level workshops to create awareness of the new rules and the amended Public Procurement Act 2006 (PPA 2006), the BPPA chief executive officer said.

Following an ordinance in 2025 that amended the PPA 2006, PPR 2025 was formulated, replacing the Public Procurement Rules 2008, he said.

Both the amended PPA 2006 and PPR 2025 came into effect on September 28, 2025, he added.

Nationwide workshops on PPR 2025 and e-GP are continuing to enhance awareness, build capacity and strengthen compliance across the public procurement system, the BPPA said.
