A legal notice has been served on Gazipur City Corporation’s three officials including its administrator and chief executive officer.
The notice was issued over allegations of forcibly constructing a road on privately owned land in defiance of a High Court (HC) order. It gave a 24‑hour ultimatum to remove illegal structures.
Lawyer Md Yadnan Rafiq sent the notice on behalf of landowner Md Masudur Rahman on Sunday.
The recipients are GCC Administrator Sharaf Uddin Ahmed Chowdhury, Chief Executive Officer (CEO) Muhammad Sohel Hasan, and Zonal Executive Officer (Zone‑5) Mohammad Firoz Al Mamun.
The notice stated that since 1956, the landowner and his predecessors have possessed the property.
In 2023, when the city corporation attempted to construct a road on the land without approval, the aggrieved party filed a writ petition with the High Court. On 5 November 2024, the High Court ordered that the status quo be maintained over the property.
In compliance with the court’s directive, GCC submitted a survey report, which was incomplete and objectionable, the notice said.
The petitioner opposed the report through an affidavit, and subsequently, on 24 April last year, a High Court bench comprising Justice Md Akram Hossain Chowdhury and Justice Debashish Roy Chowdhury held a hearing on the matter.
After the hearing, the HC did not issue any order regarding road construction but directed that the petition be kept with the documents. Later, on 19 August 2025, another HC bench extended the status quo for six more months.
On 15 January, Gazipur City Corporation staff suddenly began construction work on the land, violating the HC order, according to the notice.
It also pointed out that, according to the RS mouza map, the disputed plot number “6036” does not exist and is not designated as a road in any way.
The notice requested the respondents to stop all ongoing construction work and remove materials from the land within 24 hours of receiving the notice. Otherwise, they would face contempt of court proceedings in the HC.
