The government has launched an online pension tracking system aimed at reducing delays, cutting paperwork and eliminating much of the bureaucracy that has long complicated pension processing for retired public servants.

State Minister for Public Administration and Food Md Abdul Bari inaugurated the Online Pension Tracking and Management System (OPTMS) at a workshop at the Bangladesh Secretariat on Tuesday, describing the platform as a step towards more transparent and accountable public service delivery.

Developed under the Finance Division’s Strengthening Public Financial Management Programme to Enable Service Delivery (SPFMS), the system seeks to digitise the pre-retirement stage of pension processing, allowing government employees to submit applications online, track progress in real time and reduce the need for repeated visits to government offices.

Abdul Bari said pensioners often face delays, procedural complexities and unnecessary hardship while seeking approval of pension benefits. The digital platform is expected to shorten processing times and make services more accessible.

“If service seekers can receive services online without physically visiting government offices, it becomes a strong tool for reducing corruption,” he said.

The state minister also raised concerns about pensioners who surrendered 100 per cent of their pension benefits, noting that beneficiaries who die before the completion of the 15-year restoration period are not eligible for reinstatement.

He suggested reviewing the policy to ensure greater fairness for affected families.

Pilot to begin at Public Administration Ministry

Finance Division Secretary Md Khairuzzaman Mozumder said the system would initially be piloted at the Ministry of Public Administration for regular pension cases involving serving employees before being expanded to the Finance Division, the Office of the Controller General of Accounts and eventually all ministries, attached departments and field offices.

He said pensioners often become vulnerable after retirement and that a predictable digital process could strengthen confidence in government services.

Mozumder also proposed introducing a One Rank One Pension framework to reduce disparities among retirees and improve financial security.

Senior Secretary of the Ministry of Public Administration Md Ehsanul Hoque said the absence of a comprehensive database of government employees had historically complicated pension approvals.

Maintaining updated employee records would significantly simplify the sanction process, he said, while a dedicated help desk could improve access to services for retired employees and family pensioners.

Building on earlier digital reforms

Controller General of Accounts SM Rezvi said substantial progress had already been achieved in post-retirement pension management, with pensioners now receiving services through digital platforms. Monitoring systems at the Office of the Controller General of Accounts have also strengthened transparency and accountability in pension administration, he said.

Additional Secretary and SPFMS National Programme Director Ziaul Abedin said the government had already automated several financial management functions through the Integrated Budget and Accounting System (iBAS++), including General Provident Fund services, post-pension benefits, asset management, travel allowance and daily allowance processing, as well as employee-related databases.

He said OPTMS would extend those digital reforms to the pre-retirement stage, which remains one of the most complex parts of the pension process.

How the system will work

According to a presentation at the workshop, the platform will automatically retrieve service records and financial information from iBAS++, reducing manual data entry and processing errors.

Employees will receive SMS notifications about 11 months before the start of post-retirement leave and will be able to submit applications, upload documents and track the status of their files online.

Welfare officers and sanctioning authorities will process applications through a digital workflow, creating a more streamlined approval system.

Officials said the post-retirement phase, including pension payments through electronic fund transfer, life verification and pension payment statements, has already undergone significant digitalisation.

OPTMS is expected to bring the more complex pre-retirement stage under a single integrated workflow.

Participants at the workshop acknowledged challenges including office mapping, obtaining no-objection certificates, handling legacy paper records, resolving audit objections and managing cases involving legal proceedings.

Even so, they said the new platform would help deliver faster, more transparent and citizen-friendly pension services for government employees approaching retirement.
