Dhaka Stock Exchange (DSE) PLC congratulated Masud Khan on assuming office as Chairman of the Bangladesh Securities and Exchange Commission (BSEC), along with the three newly appointed commissioners, the exchange said in a press release. On 7 June 2026, a DSE board delegation led by Chairman Mominul Islam visited the BSEC office, presenting floral greetings and congratulations. The delegation included Directors Syed Hammadul Karim, Muhammad Ishak Mia, Syeda Zakerin Bakht Nasir, Snehashish Barua FCA, Richard D Rosario, Minhaz Mannan Emon, Md Hanif Bhuiya, Md Sajedul Islam, and Managing Director Nuzhat Anwar, along with other senior management officials.

At the meeting, BSEC Chairman Masud Khan said the commission has begun implementing a clear plan to make the capital market more effective, dynamic, and investor-friendly. He said the commission aims to reduce unnecessary complexities and establish a simple, transparent, and efficient regulatory framework, adding that recently drafted regulations on IPOs, margin loans, and mutual funds will be reviewed for necessary amendments.

Masud Khan said, “With the cooperation of all market participants, the commission is determined to build a transparent, accountable, technology-driven, and sustainable capital market,” the release said.

DSE Chairman Mominul Islam said the board and management are ready to support fundamental reforms and emphasised strengthening IPO assessment and market surveillance capacity while adopting a risk-based regulatory approach. Directors Syeda Zakerin Bakht Nasir and Snehashish Barua FCA highlighted the need for clear responsibility divisions between BSEC and DSE, accountability in IPO and rights issue processes, and faster decision-making.

Directors Richard D Rosario and Minhaz Mannan Emon stressed reassessing share categorisation, modernising the settlement system, delisting procedures, and protecting investors’ interests, particularly in IPOs. Managing Director Nuzhat Anwar said DSE is preparing to implement script netting and T+1 settlement in coordination with BSEC and Bangladesh Bank.

The meeting concluded with DSE Chairman Mominul Islam reiterating congratulations and thanks to the newly elected BSEC chairman and commissioners.
