The University Grants Commission (UGC) of Bangladesh has initiated the formulation of a National Policy Framework to elevate the country’s higher education system to international standards.
This framework is designed to facilitate the academic operations of foreign universities in Bangladesh while simultaneously making it easier for domestic universities to expand their global partnerships. Policy progress was made during a high-level meeting held on Wednesday at UGC office.
The session was presided over by UGC Chairman Professor Mamun Ahmed and included representatives from the US Embassy, the British High Commission, and the British Council.
Dr Grace Mukupa, a higher education policy expert and Fulbright Specialist, is providing assistance in the development of this national framework. To oversee the formulation and review of the policy, a working committee has been established, comprising representatives from UGC, various universities, US Embassy, and British Council.
The committee has been directed to submit a final report within a short timeframe. Once the proposed framework is implemented, it will expand opportunities for dual degrees, joint degrees, faculty and student exchanges, and joint research activities between universities in Bangladesh and those in the United States, the United Kingdom, and other countries.
UGC Chairman Professor Mamun Ahmed said the primary goal of the initiative is to strengthen international partnerships in the higher education sector.
He further noted that the framework aims to ensure international-standard education within Bangladesh and create an attractive environment for foreign students.
Under this policy, there are plans to introduce a ‘2+2’ model. In this system, students will complete their first two years of study in Bangladesh and the subsequent two years at a partner foreign university. Upon successful completion of the course, students will have the opportunity to earn separate degrees from both institutions.
Meeting Participants The meeting was attended by UGC members Professor Mohammad Anwar Hossain and Professor Masuma Habib; Jesmin Pervin, director of the International Cooperation Division; Scott Hartmann, public engagement director at American Centre; Raihana Sultana, public engagement specialist; and Faroha Suhrawardy, public engagement co-ordinator.
Also in attendance were Sakib Ershad, director of Trade and Investment at British High Commission; Syed Habibur Rahman, trade and investment manager; and Toufiq Hasan, head of Education at British Council, along with other relevant officials.
