The loading of fuel for the first unit of Rooppur Nuclear Power Plant has commenced in Pabna, marking the beginning of a new era in the country’s energy sector.

Following extensive planning and construction, this milestone signifies Bangladesh’s effective entry into the realm of nuclear power generation.

Marking the occasion, Rosatom Director General Alexey Likhachev said, “Today, Bangladesh has joined the group of nations that use peaceful nuclear energy as a reliable source of sustainable development. Undoubtedly, the Rooppur Nuclear Power Plant will become a key element of the country’s energy system.

“For Rosatom, this project marks another important step in the development of the global nuclear industry and in strengthening friendly relations with our international partners. We are pleased to work together with our Bangladeshi friends in building a modern and reliable nuclear power plant and see strong prospects for further cooperation.”

According to international definitions, “first fuel loading” involves the initial installation of fuel assemblies into the core of a newly constructed reactor. This process transforms the power plant from a construction project into an operational infrastructure.

Authorities have stated that a total of 163 fuel assemblies will be installed in Unit-1 in a phased manner, with trained operators receiving assistance from Russian experts.

Rigorous operational preparations were ensured prior to the commencement of fuel loading.

These measures included the completion of all plant system installations, adherence to international standards – specifically the safety guidelines of the International Atomic Energy Agency (IAEA) – and the successful conclusion of pre-operational commissioning tests.

Furthermore, the readiness of trained personnel, regulatory approvals, and the establishment of security and safeguards infrastructure have been confirmed.

Authorities also noted that rehearsals using dummy fuel assemblies were conducted, refuelling equipment readiness was verified, and international safety reviews were completed before the process began.

Necessary licences and security clearances from the national regulatory body have also been obtained.

The “fresh nuclear fuel” delivered to Rooppur consists of small uranium dioxide pellets, each weighing approximately 4.5 to 5 grams. Experts highlight that a single such pellet can produce heat equivalent to one tonne of coal, illustrating the high efficiency of nuclear energy.

It is anticipated that this fuel will enable the generation of vast quantities of electricity without carbon emissions.

However, officials clarified that while fuel loading has started, it does not represent the final stage of the project. Subsequent steps will involve starting the reactor, gradual power increases, and various nuclear tests before commercial production can begin.

Ensuring the coordination of a full-capacity operating organisation, a robust regulatory framework, and national infrastructure remains a significant challenge.

Overall, the fuel loading at Rooppur has created the potential for a revolutionary change in Bangladesh’s energy security and power generation, though several sensitive and critical stages still lie ahead.
