The Executive Committee of the National Economic Council (ECNEC) will hold its seventh meeting of the fiscal year on Tuesday with Chief Adviser and ECNEC Chairperson Muhammad Yunus in the chair.
Officials said 20 new and revised development projects will be placed for approval, while the committee will also be informed of 10 projects earlier approved by the Planning Adviser.
In the physical infrastructure sector, the Road Transport and Highways Division will place a proposal to construct access road Z-1040 linking the Karnaphuli Tunnel at Anowara with Gachbaria on the Chattogram–Cox’s Bazar national highway, with implementation planned from October 2025 to December 2028.
The division will also seek approval for the first revision of the Hili Land Port–Dugdugi–Ghoraghat National Highway N-521 upgrading project in Dinajpur, running from July 2022 to June 2027, alongside the first revision with a fourth time extension of the land acquisition and utility shifting project supporting the four-lane upgrading of the Dhaka Kachpur–Sylhet Tamabil highway, covering September 2018 to December 2027.
The Ministry of Housing and Public Works will place the second revision with a fourth time extension of the project to construct 672 residential flats in eight 15-storey buildings for government officials at Aliganj in Narayanganj, scheduled from January 2016 to June 2026.
Under the Local Government Division, proposals include the establishment of the Dhaka WASA Training and Research Academy from October 2025 to June 2031 and the second revision of the Sylhet City Corporation drainage improvement, safe water supply and infrastructure development project from January 2020 to June 2026.
In the defence sector, the committee will consider the first revision of the infrastructure development project for Mongla Commander Flotilla West, planned from March 2022 to December 2028.
Under the industry and energy sector, the Energy and Mineral Resources Division will place the Modernization and Expansion of Eastern Refinery project for approval, with implementation proposed from December 2025 to November 2030.
In the socio-economic infrastructure sector, projects include education and research capacity building at the National Institute of Advanced Nursing Education and Research from July 2025 to June 2030, development of Hajee Mohammad Danesh Science and Technology University from January 2026 to December 2028, and the second revised, proposed third revision of the Bangladesh University of Professionals development project covering July 2015 to December 2025.
The Ministry of Social Welfare will seek approval for the first revision with a fourth time extension of the reconstruction of the Destitute Child Training and Rehabilitation Centre at Konabari in Gazipur, scheduled from July 2019 to June 2026.
Under the agriculture, water resources and rural institutions sector, the Ministry of Water Resources will place a sustainable water management project for the Karnaphuli and its connected rivers Kachalong, Raikhyong and Sholonk in Rangamati from January 2026 to June 2030, along with proposals for emergency maintenance and rehabilitation of the Ganges–Kobadak Irrigation Project from January 2026 to June 2029, development of the Surma–Kushiyara river basin with flood and integrated water resources management in the first phase from January 2026 to June 2028, and expansion of the disaster risk management project, component one under the Bangladesh Water Development Board, from January 2022 to June 2027.
Local Government Division proposals also include the Climate Resilient and Livelihood Enhancement Project from January 2026 to December 2030, development of key rural infrastructure in Patuakhali district from January 2026 to June 2029, and widening and strengthening of important upazila and union roads in Sylhet division from December 2024 to June 2029.
The Ministry of Agriculture will place the sustainable agricultural development project for the Bogura agricultural region, planned from January 2026 to December 2030.
Alongside the approval agenda, ECNEC will be informed of 10 projects earlier approved by the Planning Adviser, including the second revision of infrastructure development projects for two government and two private educational institutions in Noakhali, Cumilla and Feni from October 2018 to December 2025, and a poverty alleviation project through employment generation for marginalised communities from January 2026 to December 2028.
Other information items include the third revision of the integrated noise pollution control project, climate adaptation initiatives for offshore small islands and riverine charlands, riverbank protection projects in Brahmanbaria and Noakhali, enhancement of operational capacity of RAB Forces, improvement of the Planning Ministry campus working environment, development of Faridpur city’s Tepakhola Lake, and the first revision of the Economic Census 2023 project scheduled from July 2023 to December 2026.
