A show-cause notice has been issued to Chattogram City Corporation (CCC) Chief Executive Officer (CEO) Sheikh Muhammad Touhidul Islam after evidence of negligence of duty was found in connection with Tk 40 crore in revenue evasion.
Mayor Shahadat Hossain issued the notice on Monday, granting 15 working days for a response.
According to the notice, evidence of negligence of duty was found under Section 62(2) of the Local Government (City Corporation) Act, 2009, and the CEO was directed to explain the matter within 15 working days.
The notice stated that during the 2017–18 fiscal year, the assessed value of holding No. 515/A/594 under Ward 41 was altered in the field book, reducing it from Tk 25.67 crore to Tk 5.67 crore — a decrease of Tk 20 crore — and later settled for Tk 58 lakh through the Review Assessment Board.
Similarly, in Ward 38, the assessed value of holding No. 318/331 was reduced from Tk 26.38 crore to Tk 6.38 crore, and later settled for Tk 2 crore.
By intentionally lowering the assessment values, the CCC suffered a significant loss of revenue. According to documents, the matter was reported to the authorities on 28 May 2023.
However, as the then Chief Executive Officer, Sheikh Touhidul Islam did not conduct any investigation or take steps to identify those involved.
Due to the prolonged inaction, the corporation lost revenue and the offenders could not be brought to justice.
