Independent candidate Tasnim Jara has pledged to end what she described as a culture of negligence and introduce accountable politics in Dhaka-9, promising a “no bill if no service” approach to civic utilities.

In her election manifesto shared on social media on Saturday, Jara said residents of the constituency receive discriminatory civic services despite paying taxes at equal rates, adding that the area has long been a major source of revenue but remains deprived of fair public amenities.

Addressing gas shortages, waterlogging, waste mismanagement and poor roads, she said gas bills should be waived during supply disruptions and syndicates in the liquefied petroleum gas market must be brought under control.

She said drains and canals must be cleaned before the monsoon to prevent waterlogging and dengue, alongside year-round larva control drives.

On healthcare, Jara said Mugda Medical College Hospital, which serves around 700,000 to 800,000 people, is facing an acute manpower and capacity crisis.

If elected, she said she would work to increase staffing, ensure medical equipment remains functional and strengthen community clinics as effective primary healthcare centres.

On public safety, Jara said drug syndicates are expanding and risks for women are rising, pledging to install closed-circuit television cameras, improve street lighting on routes to schools, colleges and workplaces, and take tough action against drug dealers.

She also opposed admission business and MP quotas in education, saying enrolment must be based on merit and transparency.

Her education agenda includes modern laboratories, libraries, coding education and mental health support for students.

To support the local economy, Jara proposed a start-up fund for young entrepreneurs, community day-care centres for working mothers and stronger representation of informal sector workers to ensure fair wages.

She said she is not a “migratory bird” and plans to open a permanent local office and introduce an open grievance dashboard to stay connected with residents.

Jara urged voters to support her with the Football symbol, promising gas, water, security and fair civic services for Dhaka-9.
