Six Ministry of Housing employees terminated due to unauthorised absence

The Ministry of Housing and Public Works has terminated five engineers from the Public Works Department and one architect from the Architecture Department for prolonged unauthorised absence from duty, citing charges of “misconduct” and “absconding.”

Ministry sources confirmed the disciplinary action on Wednesday.

The dismissed officials include Sub-Divisional Engineer (Civil) of Public Works Department Moniruzzaman Moni, Dhaka, who failed to return after completing his doctoral program at University of Toronto from September 2017 to August 2023. Despite being granted study leave, he remained absent without approval from September 2023 and was consequently dismissed on April 21, 2025 under Rule 4(3)(d) of the Government Employees (Discipline & Appeal) Rules, 2018.

Similarly, Sub-Divisional Engineer (E/M) Abdullah Al Mamun was terminated on May 15, 2025, after not reporting back following his approved study leave for a PhD in Electrical Engineering from January 2021 to December 2022. The ministry also dismissed Sub-Divisional Engineer (Civil) Rahanuma Tajnin on July 2, 2025, for unauthorised absence after completing her master’s program at University of Wyoming between August 2021 and July 2023.

Other terminated officers include Executive Engineer (E/M) Farhana Ahmed who was dismissed on July 8, 2025 after failing to resume duty following her master’s studies at Ryerson University from August 2020 to August 2022; Assistant Engineer (Civil) Mofizul Islam terminated on July 27, 2025 after unauthorised absence post-MS studies at University of South Florida (December 2023-December 2024); and Shiraji Tariqul Islam, assistant architect, dismissed on May 21, 2025 for continuous absence since May 2022.

The dismissals followed thorough departmental inquiries that substantiated allegations of misconduct. The termination orders, signed by Ministry Secretary Md Nazrul Islam, were issued after due process including consultation with the Public Service Commission and approval from the President’s Office.
