The Ministry of Public Administration has proposed appointing Bangladesh Maritime University Vice Chancellor Rear Admiral Dr Khandakar Akhter Hossain, as chairman of the Chattogram Port Authority (CPA).
The ministry has sought the opinion of the Ministry of Shipping on appointing the senior Navy officer on deputation. A final decision will be taken after receiving the ministry’s opinion and completing the necessary administrative procedures.
The proposal was made in a letter dated 16 August and signed by Deputy Secretary of the Ministry of Public Administration Mohammad Noor-e-Alam.
According to the letter, the proposal was made in light of relevant communications from the Armed Forces Division and Navy Headquarters regarding the deputation of Rear Admiral Dr Khandakar Akhter Hossain, of the Bangladesh Navy.
The attached list identifies chairman, Chattogram Port Authority, Chattogram as the proposed position, with the Ministry of Shipping designated as the controlling ministry. The relevant documents have been forwarded to the Ministry of Shipping for its opinion on the proposed appointment.
Rear Admiral Dr Khandakar Akhter Hossain, is currently serving as vice chancellor of Bangladesh Maritime University. During his long career in the Bangladesh Navy, he has held several important positions and gained extensive experience in maritime affairs and administration.
He also has previous experience working with the Chattogram Port Authority. He served as a member (engineering) of the port authority and was involved in various infrastructure and development activities during his tenure.
The proposed appointment comes at a time when the Chattogram Port is undertaking several major development initiatives and facing growing demands for improved operational efficiency, maritime safety and infrastructure expansion.
However, the Ministry of Public Administration’s letter does not constitute a final appointment order. It only proposes Rear Admiral Dr Khandakar Akhter Hossain’s appointment on deputation and seeks the opinion of the Ministry of Shipping.
Therefore, the appointment will become effective only after the relevant ministries complete the required administrative procedures and issue the necessary orders.
