Bangladesh Bank has made professional certification compulsory for officials seeking higher posts in other banks, aiming to strengthen skills, governance and decision-making across the sector.
The rule, announced on Wednesday, will take effect from 1 January 2026, according to a central bank circular sent to managing directors and chief executive officers of all scheduled banks.
Under the guideline, officials moving from a bank or financial institution to a higher position in another bank must pass examinations conducted by the Institute of Bankers, Bangladesh.
The system includes two stages, Junior Associate of the Institute of Bankers, Bangladesh (JAIBB) and Associate of the Institute of Bankers, Bangladesh (AIBB), designed to standardise professional competence.
Officials with at least 15 years of service after becoming senior officers or equivalent will be exempt, as Bangladesh Bank considers long experience sufficient for higher-level recruitment.
Employees in non-core banking roles will also remain exempt unless they are transferred to permanent banking positions.
The move updates a January 2025 circular and reinforces the central bank’s push to build a more skilled workforce, improve discipline and ensure consistent standards in senior appointments across the banking system.
