The government is set to implement a revised pay scale for its officers and employees starting 1 July, marking the first major adjustment in 11 years.
Finance and Planning Minister Amir Khosru Mahmud Chowdhury will unveil the details while presenting the Tk 9.38 lakh crore national budget for the new fiscal year in the National Parliament on Thursday.
The rollout of the new scale, however, will be gradual.
According to official outlines, the revised pay structure will be implemented over three years. In the first year, 50 per cent of the recommended basic salary increase will take effect, with the remainder phased in the following year.
House rent and other allowances are expected to be disbursed in two phases during the third year.
To support the new pay scale, the government plans to allocate Tk 1,41,434 crore for public services, nearly 96 percent higher than the original Tk 72,024 crore budgeted for the current fiscal year.
The figure was later revised to Tk86,862 crore, making the net increase about Tk55,000 crore.
Not all of this allocation will go directly toward salary hikes; it also covers new recruitments, additional pay for MPO-listed teachers and staff, and benefits for pensioners.
The pay revision follows the establishment of the Ninth National Pay Commission on 27 July, 2025, chaired by former Finance Secretary Zakir Ahmed Khan.
The 23-member commission submitted its report on 21 January, recommending salary and allowance increases, to the then chief adviser Muhammad Yunus.
After the BNP government took office in February, a 10-member implementation committee was formed on 23 April to oversee the phased introduction of the new pay structure.
The finance minister is expected to provide further clarifications on partial implementation of the Pay Commission’s recommendations during his budget speech.
