Abu Sayed Md Kamruzzaman has joined the Bangladesh Public Procurement Authority (BPPA) as its CEO following his promotion to the rank of secretary, taking charge as the government seeks to deepen procurement reforms and strengthen sustainable public spending.
He assumed office on 28 July after the government issued a notification appointing him to the post the same day.
Kamruzzaman joined BPPA from the Barind Multipurpose Development Authority, where he served as executive director. A member of the 18th Bangladesh Civil Service batch, he brings more than two decades of experience in public administration, development planning, digital governance, project management and public procurement.
He said he envisions public procurement as a strategic instrument for sustainable development, arguing that procurement should generate long-term environmental, social and economic value alongside economy, efficiency, transparency and accountability.
His priorities include advancing green and climate-resilient procurement, expanding digital procurement, encouraging innovation, supporting local industries and ensuring value for money throughout the procurement cycle.
Earlier in his career, Kamruzzaman served as chief executive officer of Dhaka North City Corporation, director general of the National Cyber Security Agency, additional secretary at the Information and Communication Technology Division and the Ministry of Science and Technology, and project director of the National Academy for Development Administration.
He also held several positions at the Planning Commission, contributing to development planning and project implementation, and later served as national project coordinator of the Safe and Environment-Friendly Ship Recycling Project, jointly implemented by the Bangladesh government, the International Labour Organization and the United Nations Development Programme.
An engineering graduate from Khulna University of Engineering & Technology, Kamruzzaman also completed postgraduate studies in procurement and macroeconomic analysis at BRAC University. BPPA said it expects him to advance procurement reforms aligned with the Sustainable Development Goals by strengthening digital systems and embedding sustainability across public procurement.
