Education Adviser Professor Dr Chowdhury Rafiqul Abrar has reaffirmed the government’s commitment to improving teachers’ living standards, announcing a notable increase in house rent allowance for teachers and employees under the Monthly Pay Order (MPO) scheme.
According to a directive issued by the Finance Division on Monday, the house rent allowance has been raised to 15% of the basic salary, to be implemented in two phases. Under the new arrangement, beneficiaries will receive 7.5% (with a minimum of Tk 2,000) from 1 November 2025, and the remaining 7.5% will take effect from 1 July 2026.
“As a teacher myself, I feel privileged to be part of a process that finally delivers on a longstanding demand of the teaching community,” Prof Abrar said in a statement on Tuesday.
“This initiative stands as proof of the state’s duty toward those who nurture the next generation.”
The Finance Division noted that the revision was made in the light of current fiscal constraints but assured that the enhancement would be adjusted under the next national pay scale.
The order also specifies that no arrear claims will be permitted, and all procedures must comply strictly with financial and MPO regulations.
Officials responsible for approving related bills will be held accountable for any irregularities, the circular warned.
Reflecting on the development process, Prof Abrar acknowledged that the journey toward this decision was not without challenges.
“There were debates, disagreements and frustrations,” he remarked. “But the Ministry of Education remained focused on achieving a fair and sustainable solution.”
The Education Ministry described the outcome as a collective victory achieved through mutual respect and constructive dialogue. It emphasised that the teachers’ persistent advocacy helped bring the issue to the government’s attention, leading to a responsible and balanced resolution.
Under Prof Abrar’s leadership, the ministry worked in close coordination with other ministries, advisory councils and the Chief Adviser’s Office to secure final approval.
“Now is the time for teachers to return to their students and classrooms — their true sphere of service,” the statement concluded. “Let this agreement mark a new beginning built on trust, understanding and shared dedication to strengthening Bangladesh’s education system.”
The latest order also cancels the Finance Division’s previous circular (Memo No. 260, dated October 16, 2025). The ministry concerned has been directed to issue an official Government Order (G.O.) and forward four copies to the Finance Division for endorsement.
