Bangladesh Telecommunication Regulatory Commission (BTRC) secured the second place in Independent Performance Evaluation (IPE) report by Finance Ministry’s Monitoring Cell, recognising its performance in governance, institutional efficiency and public service delivery.
BTRC scored 3.17 among 30 selected state-owned enterprises and autonomous organisations evaluated for FY2023-24.
Finance Ministry Monitoring Cell Director General Rahima Begum formally handed over the recognition and an honour crest to BTRC Director General Md Mehedi-Ul-Sahid on Sunday, said a press release on Monday.
The evaluation was conducted under “Strengthening of State-owned Enterprises Governance” scheme, supervised by Independent Performance Evaluation Committee (IPEC) comprising Monitoring Cell officials and experts. Institutions were assessed on financial management, corporate governance, transparency and accountability, operational efficiency and implementation of public interest policies.
BTRC exceeded its revenue target for FY2023-24, collecting Tk4,434 crore against a target of Tk3,555 crore. From its establishment to June 2025, the commission collected Tk81,891 crore against a cumulative target of Tk75,882 crore.
The commission’s activities include expansion of digital services, spectrum management, preparation of guidelines for digital infrastructure development, voice and internet tariff management, implementation of “One Country, One Rate” for broadband internet, public hearings, Quality of Service verification, mobile tower radiation measurement, one-stop service operations, drives against illegal telecommunication equipment and customer complaint resolution.
BTRC also cited transparent licensing and regulatory frameworks, customer rights and complaint management, affordable pricing, digital security and digital literacy development, service expansion in remote areas through the Social Obligation Fund, and engagement with the International Telecommunication Union and Asia Pacific Telecommunity as contributing factors.
