The Bangladesh Public Procurement Authority (BPPA) emphasized the need for enhancing capacity in public procurement at the ministerial level during a workshop on 20 October 2025, focusing on adjusting training curricula to align with the newly implemented Public Procurement Rules (PPR), 2025.
Implementation Monitoring and Evaluation Division (IMED) Secretary Shirajun Noor Chowdhury addressed the workshop as Chief Guest, highlighting that empowering ministries in procurement matters would strengthen their departments and directorates.
“If secretaries themselves are well-versed in procurement matters, it will naturally enhance the understanding of their officers,” Chowdhury said.
He pointed out the lack of clarity on procurement issues within ministries and suggested that addressing these gaps could accelerate project implementation.
The workshop, conducted in two phases, brought together 26 of 73 national procurement trainers in its first session, with the remaining trainers scheduled to attend the second session on 26 October 2025.
BPPA Director and National Procurement Trainer Shah Eyamin-Ul Islam provided a detailed overview of the amended provisions under PPR 2025, with trainers sharing insights on various rules and suggesting improvements.
The event saw participation from key figures such as ICT Division Secretary Shish Haider Chowdhury, former Secretary and ex-Director General of former CPTU Md Faruque Hossain, former Director General of former CPTU Amulya Kumar Debnath, Additional Secretary of the Ministry of Primary and Mass Education Masud Akhter Khan, and Joint Secretary of the Ministry of Power, Energy and Mineral Resources Aknur Rahman.
BPPA Chief Executive Officer and Secretary S M Moin Uddin Ahmed confirmed the formal recognition of national procurement trainers under PPR 2025 and announced plans to establish an Institute of Public Procurement (IPP) under BPPA.
SM Moin Uddin Ahmed also stated that every ministry and agency would have a dedicated procurement unit as mandated by the new rules, aiming for a more streamlined procurement process.
To further enhance awareness at the highest administrative level, BPPA plans a workshop for Secretaries, focusing on strengthening their understanding of public procurement.
The Public Procurement Act, 2006, and Public Procurement Rules, 2025, came into effect on 28 September 2025, with the workshop aimed at ensuring that national procurement trainers consistently convey the updated rules in training nationwide.
BPPA is also incorporating feedback from trainers into updates to ongoing public procurement training modules, ensuring a unified approach across the country.
