Bangladesh Economic Zones Authority (BEZA) and Bangladesh Power Development Board (BPDB) have signed a memorandum of understanding to implement the country’s first solar power project on government land under a public-private partnership (PPP) model.

The agreement was signed Thursday at Bidyut Bhaban in Dhaka, According to BEZA.

Under the project, a large-scale solar power plant will be developed on around 412 acres of BEZA-owned land at Sonagazi in Feni, part of the National Special Economic Zone being developed in Mirsarai and Feni.

The project is being considered the country’s first PPP-based renewable energy initiative using unused government land.

It will be implemented under the “Guidelines for Development of Renewable Energy Projects using Land Owned by Government Agencies under PPP Modality, 2026”, approved by the Ministry of Power, Energy and Mineral Resources.

The Advisory Committee on Economic Affairs gave policy approval for the project under the PPP model on March 6, 2025.

Later, at a meeting chaired by the Power, Energy and Mineral Resources Minister on April 2, 2026, the Sonagazi solar project was selected as a pilot project under the new guideline.

According to the guideline, BPDB will act as the contracting authority for renewable energy projects implemented on government-owned land under the PPP model.

BEZA said the project would support environmentally friendly industrialisation, expand the use of green energy and contribute to achieving sustainable development goals in the National Special Economic Zone.

The authority said the initiative would also ensure effective use of government land and open new opportunities for private investment in the renewable energy sector.

A market sounding workshop will be organised soon to discuss investment interest and partnership opportunities related to the project, with participation expected from local and foreign entrepreneurs.

The project is also considering advanced technologies, including battery storage systems, according to the press release.

BEZA Executive Board Secretary and Joint Secretary to the government Julia Moin signed the agreement on behalf of BEZA, while BPDB Secretary Afroza Sultana signed for the power utility.
