Despite two-thirds of the current fiscal year having passed, the implementation of Annual Development Programme (ADP) remains at the 30 percent mark.
According to the latest report from Implementation Monitoring and Evaluation Division (IMED), operating under the Ministry of Planning, ADP implementation rate stood at 30.31 percent during the first eight months of fiscal year 2025-26.
This is slightly higher than the 29.87 percent recorded during the same period in the previous fiscal year.
The IMED report indicates that in February alone, Tk12,771.23 crore was spent on development projects, accounting for 6.11 percent of the total ADP. In the corresponding month of the previous fiscal year, the expenditure was Tk7,676.33 crore, or 3.39 percent.
During the July-February period, a total of Tk63,327.53 crore was spent across 1,333 projects. Of this total, Tk34,219 crore was provided through government funding, Tk24,915 crore from foreign loans and grants, and Tk4,198 crore from the agencies’ own funds.
However, several ministries and divisions have struggled, failing to spend even 15 percent of their allocated funds during this period.
The Public Security Division recorded the lowest expenditure at 3.79 percent, followed by the Internal Resources Division at 7.51 percent, the Ministry of Commerce at 8.86 percent, and the Financial Institutions Division at 9.65 percent.
Other low-performing entities include the Election Commission Secretariat (10.94%), Ministry of Environment, Forest and Climate Change (12.74%), Health Education and Family Welfare Division (12.67%), Anti-Corruption Commission (ACC) (12.87%), and the Planning Division (14.22%).
In contrast, the Ministry of Science and Technology achieved the highest expenditure at 70.74 percent. Other high-performing bodies include the Cabinet Division (64.21%), Ministry of Food (62.13%), Bangladesh Public Service Commission Secretariat (59.32%), and the Ministry of Foreign Affairs (56.05%).
In terms of allocations for the current fiscal year, the Local Government Division received the highest share, at 18.05 percent of the total ADP.
Other major allocations were granted to the Road Transport and Highways Division (9.55%), the Power Division (8.81%), the Ministry of Science and Technology (5.76%), and the Ministry of Water Resources (5.04%).
