The country’s popular multiplex, Star Cineplex in Panthapath, Dhaka, has reportedly been operating without a valid licence for almost two decades, according to a mobile court drive conducted on Tuesday, March 24.
The cinema, which began operations in 2004, has yet to secure the required licence from the district administration. The mobile court noted that the theatre has been running with only a No Objection Certificate (NOC) issued in 2004.
“Everyone has seen today’s drive,” a court official said. “They are operating a theatre, but to do so legally, they must obtain a licence from the district administration or the deputy commissioner. They have had an NOC since 2004, but no formal licence has been issued. In effect, they are running a business without proper authorisation. Their parent company is Shomotion Limited, though this is not mentioned anywhere in Star Cineplex’s management.”
The court also highlighted issues faced by customers when purchasing tickets online. Many viewers reported payments being deducted without receiving tickets.
“This appears to be a software glitch,” the court said. “We have been assured that all affected customers will receive refunds within seven working days. The cinema has expressed regret, particularly for those who travelled long distances to watch a film.”
No financial penalty was imposed during the operation, with authorities allowing Star Cineplex time to resolve the software issues.
Legal action and significant fines have been indicated by relevant authorities for operating without a licence for such an extended period, with potential implications for tax compliance.
