Professor Dr Shamsad Mortuza has been appointed as the vice chancellor of the University of Liberal Arts Bangladesh (ULAB).

The Secondary and Higher Education Division of the Ministry of Education, government of the People’s Republic of Bangladesh, issued a gazette notification regarding his appointment on 16 February 2026.

He has been appointed to this position with the approval of the Honorable President of the People’s Republic of Bangladesh and Chancellor of the University.

Professor Dr Shamsad Mortuza is a distinguished academic. He is currently serving as a professor in the Department of English at the University of Dhaka. From 2018 to 2022, he served as the Pro-Vice-Chancellor of the university. He also served as a Special Advisor to its Board of Trustees.

Shamsad Mortuza has been actively engaged in teaching in English departments at various universities for the past 32 years. He earned his PhD in English Literature from Birkbeck, University of London. He is also a Fulbright Postdoctoral Fellow at the University of California, Los Angeles.

Professor Shamsad is the President of PEN Bangladesh and the Bangladesh Fulbright Alumni Association. His multifaceted contributions to education, research, and publications have been widely appreciated both nationally and internationally. The ULAB authorities believe that under Professor Shamsad’s leadership, the university will move forward significantly in the areas of education, research, and beyond.
