The provisions of the newly enacted Public Procurement Rules 2025 have been designed to strengthen transparency, accountability and competition in public procurement, Bangladesh Public Procurement Authority Chief Executive Officer Secretary SM Moin Uddin Ahmed said.
He made the remarks while attending a workshop on the Public Procurement Rules 2025 and electronic Government Procurement as chief guest in Faridpur, according to a press release.
Addressing tenderers and representatives of procuring entities, he asked participants to review the Public Procurement Rules 2025 and provide feedback, as the authority begins nationwide implementation of the framework.
Ahmed said the new rules include specific provisions to encourage participation by women, small and new entrepreneurs in government procurement.
The workshop was organised by the Bangladesh Public Procurement Authority and managed by the Bangladesh Center for Communication Programs, at the conference room of the Deputy Commissioner of Faridpur.
Bangladesh Public Procurement Authority Director and National Procurement Trainer Shah Eyamin-Ul Islam delivered a presentation on the Public Procurement Rules 2025, highlighting key rules and schedules, while more than 60 representatives from procuring entities and tenderers in Faridpur attended the session.
Deputy Commissioner and District Magistrate of Faridpur Mohammad Kamrul Hasan Mollah presided over the workshop.
Ahmed said procuring entities and tenderers are being trained on the new rules through workshops held at district and upazila levels to raise awareness of the Public Procurement Rules 2025 and the amended Public Procurement Act 2006.
He said the Public Procurement Act 2006 was amended through an ordinance in 2025, leading to the formulation of the Public Procurement Rules 2025 to replace the Public Procurement Rules 2008.
Both the Public Procurement Rules 2025 and the amended Public Procurement Act 2006 came into effect on September 28, 2025, and the Bangladesh Public Procurement Authority is now disseminating the rules nationwide through workshops.
The authority said it has been conducting similar workshops on the Public Procurement Rules 2025 and electronic Government Procurement across the country to build capacity and awareness.
