Thai authorities warned on Monday of fresh heavy rain and flash flooding, as the death toll from floods that have hit the country since mid-September rose to 31, reports AP.

More than 3.5 million people nationwide were still affected as of Monday, according to the Department of Disaster Prevention and Mitigation.

The 31 deaths were recorded across eight provinces, four of them in the capital, Bangkok.

The Thailand Meteorological Department said thunderstorms, strong winds and heavy rain were expected across much of upper Thailand from Monday to Wednesday, raising the risk of flash floods, particularly in low-lying areas.

Very heavy to heavy rain is also forecast over the weekend in parts of the central, eastern and southern regions, Bangkok included.

Many areas of Bangkok were inundated last week after days of torrential rain, forcing thousands of people to evacuate and causing severe disruption.

Conditions in the city have largely improved, although floodwater remains in some lower-lying areas.

City authorities said they were taking steps to reduce the risk of further flooding.

These include draining more water from the main canals to increase their capacity to absorb rain, and deploying additional water pumps in high-risk areas.

The extensive damage led the government last week to approve emergency funds of more than 4.1 billion baht (about $122 million) for flood recovery.
