Türkiye, Saudi Arabia, and Pakistan have agreed that military forces and capabilities can be rapidly deployed in Saudi Arabia under the framework of the Mecca Agreement for Joint Defence.

The agreement was reached during an emergency session of the Strategic Political and Defence Committee in Riyadh on Monday, convened following renewed attacks on Saudi Arabia by Yemen’s Houthis and heightened concerns over regional security, reports AFP.

According to Pakistan’s Foreign Ministry, the decision on rapid force deployment accompanies a joint condemnation of attempts to target the holy cities of Mecca and Madinah, with the allies reaffirming their shared commitment to confronting attacks against Saudi Arabia and Islamic holy sites.

Saudi Defence Minister Prince Khalid bin Salman said the alliance remains committed to confronting attacks and protecting the kingdom, confirming that collective deterrence measures would be used against threats and those responsible.

The high-level gathering was attended by Turkish Foreign Minister Hakan Fidan, National Defence Minister Yasar Guler, and Chief of General Staff General Selcuk Bayraktaroglu.

Turkish Foreign Minister Hakan Fidan noted that the three partner nations discussed steps to support Saudi Arabia’s defence while also examining avenues to resolve regional issues peacefully through dialogue.

The alliance was established in August by Türkiye, Saudi Arabia, and Pakistan to build permanent institutions and strengthen collective deterrence and defence capabilities.

Reflecting efforts to establish a permanent structure, Pakistan’s Foreign Ministry announced that Nauman Mahmood will serve as the Mecca Alliance‘s first secretary-general for a three-year term.

The Riyadh session follows the alliance’s inaugural Strategic Political and Defence Committee meeting held in Istanbul on August 31, where the member states agreed to establish a permanent secretariat in Saudi Arabia.

The partner nations have also agreed to expand cooperation in defence industries, joint technology development, and production, while emphasising diplomacy, de-escalation, and restraint to encourage peaceful solutions to regional disputes.

The latest developments come as Saudi Arabia faces ongoing Houthi strikes and as discussions continue regarding potential political engagement to reduce regional tensions.
