The government has sent Golam Saklain, a former additional deputy commissioner (ADC) of Dhaka Metropolitan Police, into forced retirement for engaging in an unprofessional relationship with actress Pori Moni.
A notification was issued on Thursday by the Discipline-2 branch of the Public Security Division under the Ministry of Home Affairs.
The order, signed by Senior Secretary Manjur Morshed Chowdhury by the order of the president, confirmed that Saklain, who was currently serving as an additional superintendent of police at the Jhenaidah In-Service Training Centre, is being dismissed from service.
According to the notification, Saklain, despite being an officer of the Gulshan Division of Detective Branch (DB) and a married man with a child, established an “immoral” extramarital relationship with actress Pori Moni.
The allegations against him included celebrating the actress’s birthday and spending time with her at his official government residence in the absence of his wife. These actions, which were widely reported in the media, significantly tarnished the image of the government.
The disciplinary process against Saklain began on 20 February 2023, when a departmental case was filed for “misconduct” under the Government Employee (Discipline and Appeal) Rules, 2018.
Following a show cause notice, Saklain applied for a personal hearing on 19 March 2023, which was subsequently held on 28 March. An inquiry officer was appointed on 30 August 2023 after it was determined that the proven allegations could lead to a major penalty.
The notification further stated that the Bangladesh Public Service Commission (BPSC) was consulted regarding the decision to impose the major penalty of forced retirement. The BPSC agreed with the recommendation, and President Mohammed Shahabuddin gave his final approval for the order on 17 June 2024.
The departmental investigation, supported by forensic analysis of mobile phones, confirmed Saklain’s presence at Pori Moni’s residence at various times, both day and night.
Based on the gravity of the proven misconduct under rule 3(b) of the 2018 Rules, the government imposed the penalty under rule 4(3)(b).
The relationship between the two reportedly began in June 2021, when Saklain was the investigating officer for a case filed by Pori Moni regarding an attempted rape and physical assault at the Boat Club in Ashulia.
During the investigation, Pori Moni was called to the DB office for questioning, where she met Saklain. Their intimacy later became public after Pori Moni was arrested during an anti-drug operation by RAB.
