The participation in tenders through electronic Government Procurement (e-GP) has increased substantially since the newly enacted Public Procurement Rules, 2025 (PPR, 2025) came into effect on 28 September 2025.
SM Moin Uddin Ahmed, Chief Executive Officer (Secretary) of the Bangladesh Public Procurement Authority (BPPA), said this while attending a workshop on the Public Procurement Rules, 2025 and electronic Government Procurement as the chief guest in Rajshahi on Thursday.
The BPPA organised the workshop at the conference room of the Deputy Commissioner of Rajshahi. The Bangladesh Center for Communication Programs (BCCP) managed the workshop, said a press release.
Md Habibur Rahman, Additional Divisional Commissioner of Rajshahi, attended as the special guest, while Deputy Commissioner and District Magistrate of Rajshahi Afia Akhtar presided over the session. Program Director and Deputy Chief Executive Officer of BCCP Dr Zeenat Sultana was present at the workshop.
In his speech, the BPPA CEO said the Government has made e-GP mandatory through enactment of the Public Procurement Rules, 2025, for which all tenders are now conducted through the electronic system. He said procuring entities and tenderers are being trained on the new rules, and the BPPA is holding workshops in districts and upazilas to raise awareness of PPR, 2025 and the amended Public Procurement Act (PPA), 2006.
He said the PPA, 2006 was amended through an ordinance in 2025, and following that the PPR, 2025 was newly formulated instead of the PPR, 2008. He added that both the PPR, 2025 and the amended PPA, 2006 came into effect on 28 September 2025, and the BPPA is now disseminating the rules nationwide through workshops.
BPPA Director Sk Shahidul Islam Shahariar made a presentation on PPR, 2025 highlighting various important new rules and amended schedules. More than 40 procuring entities and tenderers from Rajshahi participated in the session.
The BPPA has been conducting such workshops across the country for awareness-building and capacity development on the PPR, 2025 and e-GP.
