A Japanese organisation known as the Sub Working Group (SWG) submitted technical and financial proposals on Tuesday to operate and maintain the third terminal of Hazrat Shahjalal International Airport, moving forward one of Bangladesh’s largest aviation infrastructure projects.

Masahiru Hirai handed over the proposals on behalf of the Sub Working Group to Air Vice Marshal Md Mostafa Mahmood Siddiq, BSP, GUP, NDC, AFWC, ACSC, PSC, chairman of the Bangladesh Civil Aviation Authority (CAAB), at a ceremony held at 2pm at CAAB’s Dhaka headquarters, the authority said in a press release. Other CAAB members and officials from the Japanese delegation also attended.

The Japanese side submitted separate documents covering its technical and financial proposals for the operation and maintenance work. The submissions will now be reviewed by an RFP Evaluation Committee formed by the Ministry of Civil Aviation and Tourism, which includes representatives from CAAB’s administration and operations wings, the Ministry of Finance, the civil aviation ministry, the Prime Minister’s Office, the Public-Private Partnership Authority, and the Roads and Highways Department.

Evaluators will assess the technical proposal first, followed by the financial proposal. Once the review is complete, the two sides will hold negotiations, after which a contract date will be finalised through the prescribed process.

The third terminal is among the country’s largest and most significant aviation projects. Officials say it is expected to strengthen Bangladesh’s aviation sector through modern technology, international-standard passenger services and efficient operational management once completed.
