Prime Minister’s Adviser and Prime Minister’s Office Spokesperson Mahdi Amin has outlined key policy principles of the government in the proposed budget for the 2026–27 fiscal year, saying the state has prioritised four core considerations for boosting investment and setting implementation priorities.
In a Facebook post on Friday morning, Mahdi Amin said the government will implement the budget plan through a three-phase approach, described as the “3R Strategy”.
He also said the budget has been prepared based on 10 major priorities, alongside a goal of achieving three economic dividends through the democratisation of the economy.
Mahdi Amin said the government has placed four key factors at the centre of investment expansion, priority setting and implementation.
These include value for money through optimal use of limited resources, return on investment by assessing economic benefits of public projects, job creation through government investment, and environmental consideration with a focus on protecting nature and ecosystems.
He said the budget implementation plan will follow three stages under the 3R Strategy. The first stage is Recovery and Stabilisation, which will run for one year. The second stage is Restoration, to be completed within 1 to 3 years under the current government. The third stage is Reconstruction for Acceleration, aimed at building a stronger economy within five years.
Mahdi Amin further said the budget has been designed around 10 key priorities. These include development for all, quality education and healthcare for all, universal social protection, an investment-driven and employment-focused production economy, deregulation, financial sector stability, energy security, development of information and communication technology, environmental and water resource management, and transparent, efficient and accountable institutions and administration.
He also said the government aims to achieve three dividends through economic democratisation. These are the demographic dividend, longevity dividend and democratic dividend.
