Bangladesh stands at a historic crossroads in its energy and economic development journey. Over the past two decades, the country has achieved remarkable industrial growth, expanded electricity access and transformed itself into one of the fastest-growing economies in Asia.
However, the growth model has also created an increasingly dangerous dependence on imported fossil fuels, exposing the national economy to foreign currency pressures, global energy price volatility and long-term energy insecurity.
Today, a shift to clean energy is no longer a policy option for Bangladesh. It is a national necessity.
The future of Bangladesh’s energy sovereignty, industrial competitiveness, climate resilience and macroeconomic stability depends on how rapidly and strategically the country adopts renewable and sustainable energy systems. Without meaningful progress, achieving long-term energy security will remain extremely difficult.
The policy recommendations submitted recently by the Bangladesh Sustainable and Renewable Energy Association (BSREA) to the Ministry of Power, Energy and Mineral Resources outline a comprehensive roadmap for accelerating renewable deployment, attracting investment, strengthening grid resilience and ensuring sustainable energy security.
Energy transition as a national imperative
Bangladesh spends billions of dollars annually on importing fossil fuels, including liquefied natural gas (LNG), coal, diesel and furnace oil. The growing import dependency places enormous pressure on foreign currency reserves and creates significant fiscal vulnerability during geopolitical tensions and commodity market shocks.
At the same time, domestic energy demand continues to rise due to rapid urbanisation, industrial expansion, digital transformation and growing electricity consumption.
Under the circumstances, renewable energy offers Bangladesh an opportunity to fundamentally restructure its energy economy.
Solar, wind, battery storage, biogas, waste-to-energy, electric vehicle (EV) infrastructure and emerging marine energy technologies can collectively reduce import dependency, stabilise long-term electricity prices, strengthen competitiveness and improve environmental sustainability.
Most importantly, they can help Bangladesh move from energy dependence towards energy sovereignty.
Rooftop solar, Bangladesh’s fastest energy opportunity
Among all clean energy options, rooftop solar represents the fastest and most practical opportunity for Bangladesh. The country’s commercial buildings, industries, export processing zones, educational institutions, hospitals, railways and government facilities collectively possess enormous untapped rooftop potential.
BSREA’s recommendations emphasise the need for complete tax exemption on rooftop solar equipment, long-term low-interest green financing, digitised net metering approvals and mandatory rooftop deployment targets across public institutions.
The measures are particularly important because Bangladesh’s export-oriented industries are increasingly facing environmental, social and governance (ESG), carbon compliance and Carbon Border Adjustment Mechanism requirements from international buyers.
Renewable electricity is no longer only an environmental issue. It is becoming a trade competitiveness issue.
Industries powered by clean energy will gain stronger access to global markets, attract foreign buyers and improve long-term sustainability credentials.
Rooftop solar can also significantly reduce daytime peak electricity demand and lower reliance on expensive LNG-based generation.
Utility-scale renewable energy and investor confidence
Bangladesh has already demonstrated strong market interest in utility-scale solar projects. However, investor confidence remains constrained by concerns over payment security, policy continuity, financing structures and project implementation uncertainty.
To address the barriers, BSREA recommended sovereign-backed payment security mechanisms, transmission-ready solar parks, transparent approval timelines and investor-friendly contractual structures.
International investors seek long-term policy stability.
Financing for renewable projects depends heavily on predictability and confidence.
Without bankable policies, payment guarantees and transparent procurement frameworks, large-scale deployment cannot accelerate at the required pace.
Bangladesh must position itself as a stable, investment-friendly market capable of attracting global climate finance and long-term infrastructure capital.
Battery storage, the backbone of future grid stability
Expanding renewable generation without battery storage infrastructure is not technically sustainable in the long term.
Battery Energy Storage Systems (BESS) are essential for peak demand management, grid balancing, voltage stabilisation and integrating intermittent generation into the national grid.
BSREA’s proposal calls for the withdrawal of the current heavy tax burden on BESS technologies and the introduction of supportive policy frameworks for utility and commercial storage deployment.
For Bangladesh, energy storage is not merely a technological upgrade. It is a strategic infrastructure priority.
As solar penetration increases, storage systems will become indispensable for ensuring reliable electricity supply during evening peak hours and maintaining grid reliability.
Agricultural transformation through solar irrigation
Bangladesh operates approximately 1.5 million diesel-powered irrigation pumps, creating a substantial fuel import burden and high agricultural operating costs.
A national-scale transition towards solar irrigation can dramatically reduce diesel dependency while improving rural productivity and farmer resilience.
The integration of solar irrigation with cold storage, agro-processing and other productive rural uses can create a new green rural economy centred on clean energy access.
Such transformation would not only support national energy goals but also strengthen food security and rural economic development.
Corporate renewable energy and industrial sustainability
Global industries are rapidly shifting towards renewable electricity procurement under RE100 and ESG commitments.
Bangladesh must adapt to the changing industrial landscape.
BSREA therefore proposed the legalisation of Corporate Power Purchase Agreements, open access frameworks and direct renewable electricity trading mechanisms.
The policy shift could prove transformational for Bangladesh’s export industries, particularly textiles and manufacturing sectors competing in increasingly carbon-sensitive international markets.
Corporate renewable procurement can improve competitiveness while simultaneously reducing pressure on the national grid.
The strategic importance of emerging technologies
Bangladesh’s future energy landscape cannot rely solely on conventional solar deployment.
The country must also invest in floating solar, wind energy, ocean energy, EV infrastructure, waste-to-energy, biomass and green transport systems.
The Bay of Bengal presents significant long-term opportunities for tidal, wave and offshore renewable energy development.
Similarly, EV charging infrastructure, battery recycling ecosystems and waste-to-energy projects represent emerging sectors capable of generating employment, attracting investment and reducing environmental pollution.
An effective strategy must integrate both immediate deployment opportunities and future-oriented innovation pathways.
Institutional reform and policy modernisation
The shift to clean energy is not only about technology. It is fundamentally about governance, institutions, financing and implementation capacity.
BSREA’s recommendations strongly emphasise strengthening the Sustainable and Renewable Energy Development Authority (SREDA), modernising grid infrastructure, digitising regulatory approvals, introducing carbon market frameworks, expanding climate financing access and creating one-stop investment facilitation mechanisms.
Bangladesh requires a coordinated government approach where policy stability, financing support, infrastructure modernisation and private sector participation work together under a unified national strategy.
Without institutional reform, growth in the sector will remain fragmented and slower than required.
Energy transition and national sovereignty
The debate should not be viewed solely through the lens of climate change.
It is fundamentally a national economic security issue.
Countries that remain dependent on imported fossil fuels will continue facing external vulnerabilities, foreign exchange instability and energy insecurity.
Those that successfully transition towards domestic renewable systems will achieve stronger economic resilience, industrial competitiveness and strategic independence.
For Bangladesh, renewable energy is therefore directly connected to national sovereignty.
The transition towards clean energy can reduce foreign currency expenditure, create large-scale employment, strengthen rural economies, attract international investment and position Bangladesh as a regional leader in sustainable development.
Bangladesh possesses all the ingredients required for success, including strong solar potential, growing industrial demand, an active private sector, increasing international climate finance interest and rising public awareness.
What is now required is bold policy leadership, institutional co-ordination and long-term commitment.
The recommendations submitted by BSREA represent more than a policy proposal. They reflect a national vision for energy sovereignty, economic resilience and sustainable development.
The coming decade will determine whether Bangladesh remains trapped in fossil fuel dependency or emerges as a modern, renewable-powered economy.
The choice is no longer optional.
It is the pathway towards stronger energy security, economic independence and sustainable national prosperity.
