Md Motasem Billah, serving administrator of Nagad, has been promoted to executive director of Bangladesh Bank, the highest regular position at the central bank.
An official order issued on Thursday confirmed the promotion.
Before joining Nagad in February 2025, he was serving as director of the Banking Inspection Department at Bangladesh Bank’s Chattogram office.
His career at the central bank began in 1999 as an assistant director, followed by 27 years across several key departments.
These include the Banking Inspection Department, Central Bank Strengthening Project, Financial Sector Support Project, Department of Offsite Supervision and the Payment Systems Department.
A significant part of his contribution has been in modernising the country’s payment ecosystem.
He was involved in major initiatives such as the national card scheme TakaPay, National Payment Switch Bangladesh migration, the cashless Bangladesh programme and Bangla QR.
Under the Central Bank Strengthening Project, implemented jointly by the World Bank and the Government of Bangladesh, he contributed to strengthening Bangladesh Bank’s IT infrastructure, human resource capacity and business process re-engineering.
Since taking charge as Nagad administrator, he has led a series of changes within the organisation.
Under his leadership, the mobile financial service provider expanded its service scope, improved quality and recorded strong business growth.
Within a year, Nagad’s transaction volume nearly doubled, alongside progress in technological development.
Academically, he completed his BBA and MBA from University of Chattogram before earning a master’s degree in development studies from University of Dhaka.
In addition, he has taken part in international training programmes, seminars and workshops on banking regulation, project management, business process re-engineering and digital payments.
