A Supreme Court lawyer has issued a legal notice seeking action against those responsible for drowning eight puppies in a pond in Ishwardi upazila, Pabna.
Barrister Sajib Mahmud Alam sent the notice on Tuesday to the Ishwardi Upazila Nirbahi Officer (UNO) and Upazila Livestock Officer Aklima Khatun, warning that he would move the High Court if immediate steps are not taken.
According to media reports, the bodies of the puppies were recovered on Monday morning from a sack floating in a pond near the residential quarters of the upazila complex.
Following the incident, the upazila administration ordered a local government official, accused of involvement, to vacate his official residence. The official, Hasanul Rahman of the Upazila Krishak Unnayan Foundation, reportedly lived in the residence where a dog gave birth to the puppies about a week earlier.
Witnesses said the mother dog was later seen wailing and searching near the pond, where the sack containing the dead puppies was found.
Attempts to contact the prime accused, Nishy Begum, were unsuccessful. Her husband, Small Farmers Development Foundation officer Hasanur Rahman, admitted the incident and expressed regret, saying, “My wife asked me to remove the puppies out of concern for our children’s safety. I never thought they would die. I am ashamed and deeply sorry.”
Upazila Livestock Officer Aklima Khatun described the killing as “extremely inhumane,” adding that the mother dog has fallen ill and is receiving treatment. “The UNO has instructed us to take action. I am reviewing legal provisions to determine whether a case can be filed,” she said.
UNO Md Moniruzzaman said he was “deeply shocked” by the incident inside the upazila parishad premises. “We held an emergency meeting this morning. An investigation is underway, and appropriate action will be taken if anyone is found responsible,” he added.
