The National Economic Council (NEC) is set to consider a Tk3,00,000 crore Annual Development Programme (ADP) for FY27 at its meeting tomorrow.
The plan aims to sustain inclusive economic growth, strengthen infrastructure, expand social protection, and accelerate climate-resilient development. Prime Minister Tarique Rahman is scheduled to preside over the meeting.
Planning Commission officials said Tk1,90,000 crore of the proposed ADP will come from government funds, about two-thirds of the total allocation, while Tk1,10,000 crore is expected from project loans and grants.
The proposal is 50 per cent higher than the current fiscal year’s revised ADP, with domestic resources up 48.44 per cent and external financing rising 52.77 per cent.
The ADP prioritises poverty reduction, job creation, women’s empowerment, balanced regional development, tourism, the blue economy, and green growth, alongside sector-specific interventions to improve living standards.
The programme will cover 1,121 development projects, a 15.9 per cent reduction from 1,333 under the current Revised ADP (RADP). Including self-financed projects of autonomous bodies and corporations, the total outlay would reach Tk3,08,924.83 crore.
The programme includes 971 investment and survey projects with Tk1,78,914.63 crore, 107 technical assistance projects worth Tk2,796.28 crore, Tk38,027.49 crore under special development assistance, and an additional Tk17,000 crore for social development.
Sector allocations include Tk50,092.53 crore (16.70 per cent) for transport and communication, Tk47,591.12 crore (15.86 per cent) for education, Tk35,535.50 crore (11.84 per cent) for health, Tk32,691.54 crore (10.90 per cent) for power and energy, and Tk20,361.72 crore (6.79 per cent) for housing and community facilities.
Among ministries, the Local Government Division is slated for Tk33,735.10 crore (11.25 per cent), the Roads and Highways Division for Tk30,741.36 crore (10.25 per cent), and the Health Services Division for Tk26,806.26 crore.
The Planning Commission recommended prioritising projects aligned with the Sustainable Development Goals (SDGs), National Adaptation Plan (NAP), Nationally Determined Contributions (NDC), Green Climate Resilient Development (GCRD) strategy, and Delta Appraisal Framework (DAF).
Projects with confirmed foreign financing, public-private partnerships, climate-resilient infrastructure, and regional balance are also emphasised.
According to the Implementation Monitoring and Evaluation Division (IMED), ADP execution during July 2025–March 2026 stood at 36.19 per cent, with Tk75,607 crore spent against a revised allocation of Tk2,08,936 crore.
This ADP marks a major step in Bangladesh’s efforts to bolster infrastructure, strengthen social safety nets, and advance sustainable development, signalling an ambitious fiscal push ahead for FY27.
