Eleven months into the 2025-26 fiscal year, ministries and divisions have spent only 48.23 per cent of the Annual Development Programme (ADP) allocation, according to data published by the Implementation Monitoring and Evaluation Division (IMED) on Thursday.
Development expenditure during July-May stood at Tk1,763 crore against the revised ADP size of Tk2,08,935.53 crore. This is Tk10,242 crore lower than the same period in the previous fiscal year, when expenditure was Tk1,11,005.73 crore.
In the 2023-24 fiscal year, development expenditure during the first 11 months stood at Tk1,46,375.50 crore.
Six ministries and divisions have spent less than 25 per cent of their allocated funds: Parliamentary Affairs Secretariat, Health, Education and Family Welfare Division, Public Security Division, Ministry of Environment, Forest and Climate Change, Ministry of Commerce, and Internal Resources Division.
IMED officials said ADP implementation was hindered in the last fiscal year due to administrative instability following the fall of the Awami government in the 2024 popular uprising, with many project directors and contractors leaving. This situation has persisted into the current fiscal year.
“The February national election also made the interim government’s activities election-oriented,” officials said.
After the new BNP-led government took office, it began reviewing ongoing projects to align with the election manifesto. Approximately 1,300 projects are being scrutinised, which has slowed implementation for many projects, officials said.
