The Anti-Corruption Commission (ACC) has sought information and documents regarding the recruitment, promotion, and transfer of officials and employees of the Ministry of Youth and Sports during the tenure of former adviser Asif Mahmud Shojib Bhuyian.
This is the first time the ACC is conducting an inquiry into corruption allegations against any adviser of the interim government.
As part of the investigation, the commission has sent a letter to the ministry seeking relevant records of four individuals, including former Youth and Sports Adviser Asif Mahmud Shojib Bhuyian.
The letter, signed by ACC Deputy Director and Inquiry Officer Jahid Kalam, requested the ministry to supply the necessary documents by 10 September. The communication also sought files related to the assignment, cancellation, and posting of current charges for 38 Upazila Youth Development Officers.
ACC Secretary Saidur Rahman Khan stated that the investigation is currently at the inquiry stage, and letters have been sent to various offices to obtain information.
The ACC announced on Wednesday its decision to investigate various allegations of irregularities and corruption against four individuals, including former adviser Asif Mohammad Shojib Bhuyian.
Asif Mahmud, who now serves as the spokesperson for the National Citizen Party (NCP), rejected the allegations.
Speaking at a press conference on Wednesday night following the announcement of the inquiry, he claimed that the ACC’s move against him and others was “entirely politically motivated.”
According to the ACC’s letter, a four-member team has been constituted to investigate the allegations of corruption and irregularities against former adviser Asif Mahmud, the then Secretary of the ministry of Youth and Sports Md Mahbub-ul-Alam, joint secretary Sheikh Mohammad Jobayed Hossain, and deputy secretary Md Masum Ahmed.
To ensure a proper inquiry, the ACC has requested four types of information and records from the ministry. These include all documents related to the recruitment, promotion, and transfer of ministry officials and employees during Asif’s tenure.
In addition, the inquiry team has requested certified copies of transfer records based on the Ministry of Public Administration’s memos dated 7 May 2025 and 18 April 2026.
The ACC’s letter also sought certified copies of documents relating to the allocation, cancellation, and posting of current charges for 38 Upazila Youth Development Officers under three specific memos.
Moreover, the commission requested certified copies of the personal files of several field-level Assistant Upazila Youth Development Officers, including Golam Mostafa, Mamun, Jahid, and Amir from Dhaka; Anis, Jahid, and Ibrahim from Bogra; Julhas from Barisal; Nokimuddin, Ali Hossain, and Abu Sayeed from Pabna; Korban Ali from Dhamrai; and Ali Hossain from Narsingdi. The ministry has also been directed to supply relevant rules, regulations, and supporting records along with the requested documents.
The allegations against Asif Mahmud include taking bribes for the promotion and transfer of Upazila Youth Development Officers and Assistant Upazila Youth Development Officers, alongside procurement and tender irregularities carried out through a syndicate.
According to ACC officials, there are specific allegations of bribes amounting to Tk76 lakh for the cancellation of current charges and posting of 38 Upazila Youth Development Officers, Tk1.05 crore for the promotion of 150 Assistant Upazila Youth Development Officers, and nearly Tk2 crore for securing desired postings after promotion.
