Bangladesh Bank has barred its officials from participating in training programmes funded by commercial banks, in a move aimed at strengthening transparency, accountability and reducing conflict of interest risks in the financial sector.

Under a new office order issued on Wednesday, Bangladesh Bank officials and employees will no longer be allowed to attend training or workshops, either at home or abroad, if they are funded by private or state-owned commercial banks.

The restriction also extends to foreign training programmes or seminars funded by organisations that supply goods or services to Bangladesh Bank, as well as entities that receive services from the central bank itself.

The central bank said the move is intended to prevent situations where external funding could influence professional judgment or create perceived conflicts of interest among officials.

Officials may still participate as trainers or speakers in seminars organised by banks or financial institutions, but only with prior approval from the Human Resources Department, according to the order.

Even in approved cases, Bangladesh Bank staff will not be permitted to accept any honorarium or financial benefits from host organisations, the directive added.

The central bank further instructed its employees to avoid participation in any training or symposium where external payments or incentives could conflict with official responsibilities.

The order, approved by the competent authority, is effective immediately.
